Within the development sector ‘theories of change’ have become a popular tool for
strategic planning and programming. Across all development organisations, it is
standard to introduce our project drafts and strategic plans with a technicolour Venn
diagram outlining the thinking behind a set of actions that will achieve a particular
set of social change outcomes. Considerable investments have been made into
training and consultancies to help organisations develop supposedly effective
